Bulletin 20 September 24th β October 7th 2026
Dear Residents Section 59 powers have changed β and so has the way police can deal with anti-social driving.
If you're using a vehicle in a way that causes alarm, distress or annoyance to others, you could now lose it immediately.
Previously, drivers would usually receive a warning before their vehicle could be seized under Section 59 of the Police Reform Act 2002. That requirement has now been removed.
This means officers can seize a vehicle on the first occasion if they reasonably believe it is being driven: Carelessly or inconsiderately, Or Illegally off-road, and the manner of driving is causing, or is likely to cause, alarm, distress or annoyance to the public.
Examples include: πΉ Dangerous driving at car meets πΉ Wheel spins, burnouts and drifting πΉ Revving engines in residential areas πΉ Riding off-road bikes or quad bikes where they're not permitted πΉ Driving that intimidates or puts others at risk
These changes give police the ability to take swift action against those who choose to use their vehicles irresponsibly, helping to keep our communities safer and reduce anti-social behaviour.

CRIME REPORTS IN YOUR NEIGHBOURHOOD
Our Response Team and Safer Neighbourhood Team deal with a variety of incidents. Here are a few they dealt with since the last Bulletin.
There were 34 Arrests in the period September 21st 2026 to October 4th 2026 : Domestic Abuse / Violent Domestic Abuse 16 , Child at Risk 2 , Prescribed Limit Offence 1 ,Rape /Serious Sexual Offence 3 , Alcohol Related 2 , Violent Crime Other 1 , Immigration 1, Drunk/Drug in charge 1, Violent Crime Public Place 2, Public Order 2, Assault on Police 1, Hate/Diversity 1, Sexual Offence 1, .
On September 29th three males were arrested and charged for offences linked to drug supply in East Surrey and a wider area. One of the males lives in the Caterham area.
The male driver of a van was arrested in Limpsfield on October 5th after a single vehicle collision and he had failed a roadside breath test.

LINGFIELD, DORMANS, SMALLFIELD AND OUTWOOD
Burglary Residential including Sheds and Garages Wheelers Lane, Smallfield. ON October 4th there was a second attempt to break into a house when two small window panes in a conservatory were damaged (PR45260122390).
Theft Church Road, Lingfield. Overnight September 29th to 30th a BMW R1300RS motorbike in Triple Black index GL26OXV was stolen (PR45260118951).
Vehicle Crime Saxbys Lane, Lingfield β Theft. Overnight September 23rd to 24th index plates K60RCW were stolen from a car (PR45260116697).
Station Road, Dormans β Theft. Around 01.30 September 28th index plates OV65UBD, FT12EZA and KY08FSF were stolen from cars near the station (PR45260117908).
Millers Lane, Outwood β Theft. Around 04.00 October 1st the victim reported that a quad bike, John Deere Gater and a Ford Ranger had been stolen and were tracking near Blindley Heath. Officers attended the location and all the vehicles were recovered (PR45260119343).
BLETCHINGLEY, GODSTONE AND SOUTH NUTFIELD Theft Springbottom Lane, Bletchingley. Overnight September 24th to 25th a yard was broken into and a silver Ifor Williams Trailer and a a black and white E25 Bobcat together with a chain saw and hedge trimmers were stolen (PR45260117143).
Vehicle Crime Kings Cross Lane, South Nutfield β Criminal Damage. Around 13.15 September 23rd a large ball bearing was fired/shot at a parked motorhome smashing the front windscreen. It is believed the ball bearing was fired from a passing vehicle (PR45260116255). Around 22.13 September 25th a ball bearing is believed to have been fired at the rear window of a car smashing it (PR45260117351).
Morris Road, South Nutfield β Criminal Damage. Between 16.00 and 23.00 September 24th the rear tail light of a car was damaged by what was believed to be a ball bearing (PR45260117215).
Lindley Road, Godstone β Theft. Around 02.10 October 1st a van was broken into and tools stolen. The suspects were believed to be driving a silver coloured hatchback (PR45260120250).
Dewlands, Godstone β Theft. Overnight October 1st to 2nd a van was broken into and carpentry tools stolen (PR45260120272).
Salisbury Road, Godstone β Keyless Theft. Around 11.20 October 5th a black Nissan Navara index YB19NYJ was stolen from a driveway (PR45260121794).
OXTED AND HURST GREEN
Burglary Residential including Sheds and Garages
Neb Lane, Oxted. Between 07.39 October 2nd and 13.42 October 4th a glass back door was smashed and an untidy search conducted at a house. A lap top, tablets, watches and bottles of wine were stolen (PR45260120688).
Robbery
Caterfield Lane, Oxted. Around 22.23 September 27th four suspects in a dark coloured Blue Honda CRV entered the location of an electricity substation. Three suspects described as white males wearing balaclavas exited the vehicle and approached a security guard sat in his car. After threatening him they were seen to steal copper wire and copper pipes before making off in their vehicle (PR45260117874).
Vehicle Crime Tandridge Lane, Oxted β Criminal Damage. Around 13.30 September 30th three males arrived to inspect a car that was for sale. After arriving back at the property following a test drive with the victim they claimed they could smell burning. The bonnet was lifted and oil was found spilled across the engine, which then caught fire. The fire was put out and the males tried to negotiate the price of the car down and subsequently left (PR45250119147).
Pollards oak Road, Hurst Green β Theft. Between 16.15 and 17.00 October 5th a black Nissan Juke index LY15KTV was stolen (PR4526121851).
CATERHAM AND CATERHAM ON THE HILL
Theft Annes Walk , Caterham On The Hill . Between September 2nd and 29th there were two instances of theft of scrap metal from a garage and minor Criminal Damage (PR45260118368).
Vehicle Crime Stafford Road, Caterham β Keyless Theft. Around 10.39 September 26th a white Toyota Hilux Invincible index YP18NNZ was stolen (PR45260117408). Between 19.15 and 19.45 September 27th windows of a car were smashed, a large scratch made along the driverβs side of a car and paint spilled inside the vehicle (PR45260118043).
WARLINGHAM AND WOLDINGHAM
Burglary Business and Community
Station Road, Woldingham. Between September 28th and October 2nd the rear fire door of a scout hut was forced open but nothing was stolen (PR45260121050).
Vehicle Crime Lime Grove, Warlingham β Theft. Between 19.00 and 21.00 September 24th rear index plate YS18YPZ was stolen from a car (PR45260116540).
Eglise Road, Warlingham β Theft. Around 21.00 September 26th 4/5 males in balaclavas forced the locks of a parked van and were seen by a member of the public removing items before they drove off (PR45260117634).
Harrow Road, Warlingham β Theft. Overnight September 24th to 25th index plates GD64TUJ were stolen from a car (PR45260116835).
Manor Close, Warlingham β Keyless Theft. Overnight October 5th to 6th a blue Ford Torneo index GX68JTZ was stolen from a driveway (PR45260121516).
