Bulletin 12 June 5th – June 18th 2025

Dear Residents

This letter is longer than usual as I would like to summarise a number of the areas of activity we have been involved in over the past 12 months.

Residential Burglary.

There were 21 more recorded burglaries over the past year which was a slight increase on the previous year.

A series of flat burglaries accounted for a number of these offences which was targeted activity. There have been cross border arrests although we were unable to evidentially link them to the Tandridge offences.

The Residential burglary solved rate continues to increase, the Force solved rate is 10.4%.

On New Year’s Eve we responded to suspicious activity in Dormans Park and multiple units were despatched. A vehicle was located, pursued and items discarded before the suspects decamped. Four occupants of the car were arrested, charged and remanded.

Retail Crime

Following our targeted engagement with retailers there has been a 47% increase in shoplifting reports.

This has been matched with an increase in the solved rate of shoplifting and wider problem solving around repeated offenders. The Force wide solved rate is 21.4% but in Tandridge it is 31%.

Criminal Behaviour Orders (CBO’s) have prohibited three convicted offenders of entering our Borough.

In case you missed any of the reports in our Bulletins over the last year a summary of some of our recent successes is set out below:

Following joint working with Kent Police three males were charged and remanded for keyless vehicle thefts across Tandridge and Kent.

We reported in the April 2024 Bulletin of the arrests made at Tesco in Caterham On The Hill. The CPS have authorised charges of conspiracy to steal for 5 adult females and a caution for a juvenile. The conspiracy covers 37 offences across 11 Counties and a number of these related to the Caterham store. A 6th suspect has also just been tracked down.

In October 2024 following an incident at Caterham Snooker Club a male was charged with grievous bodily harm with intent and sentenced to 4 years imprisonment and a restraining order.

In December 2024 a male was sentenced to 15 years for causing death by dangerous driving and causing serious injury by dangerous driving following a single vehicle road traffic collision at Caterham On the Hill in June 2024.

Following a protracted investigation into a linked series of thefts of motor vehicles, rural thefts and burglaries across three Forces spanning 2022 -2024 a suspect was identified. The CPS have authorised charges for 15 acquisitive crime offences and the suspect was summonsed in July 2024.

We continue to deal with a large number of Domestic Abuse incidents and our Fraud Volunteers are doing an excellent job contacting victims of fraud, providing fraud prevention advice and arranging engagement events.

An updated electronic pdf version of The Little Book Of Big Scams is attached at the end of this Bulletin which you can download and is well worth reading.

 Inspector Lyndsey Whatley

Tandridge Safer Neighbourhood Inspector

CRIME REPORTS IN YOUR NEIGHBOURHOOD

Our Neighbourhood Patrol Team and Safer Neighbourhood Team deal with a variety of incidents. Here are a few they dealt with since the last Bulletin.

There were 35  Arrests in the period June 2nd  to June 15th    2025    : Domestic Abuse / Violent Domestic Abuse 15   , Prescribed Limit Offence 5   , Crime other 1   , Immigration 1  , Violent Crime Public Place 2 , Drink and Drug in Charge 1 , Child at Risk 3  , Assault on Police 1 , Public Order 3 , Crime Vehicle 1, Sexual Offence 1, Custody Admin 1.

Our ongoing work to tackle retail crime has resulted in jail and a three-year Criminal Behaviour Order for prolific shoplifter Robert Keegan.

Keegan, 40, of no fixed address, was arrested, charged and remanded to court on 28th May 2025 following a theft from Sainsbury’s in Oxted. He was also further arrested for nine other linked offences across the borough and in other force areas.

He was caught in the act using one of the tactics being employed by the Safer Neighbourhood Team and local businesses to help tackle retail crime.

Using a group chat on WhatsApp, police and local retailers are able to quickly flag news of any offences to each other and raise the alert when a wanted suspect is sighted.

When known offender Keegan was spotted by a shop owner, officers were able to swiftly locate him hiding in train station toilets crucially still in possession of stolen items. He was charged and remanded to appear at court the following morning.

Now, as well as a custodial sentence for three months, PC Stimson from the Tandridge Safer Neighbourhood team successfully obtained a Criminal Behaviour Order (CBO) against Keegan which prohibits him from entering the Boroughs of Tandridge, Mole Valley and Reigate and Banstead for three years and from attempting to steal or stealing from any person, shop or stall.  Any breach of the CBO is a separate criminal offence punishable by imprisonment.

Sergeant Wayne Stephens, from the Tandridge Safer Neighbourhood Team, said: “We must take back our high streets from thieves and we’ve been working hard to establish an effective partnership with local business communities to quickly identify and locate suspects of retail crime.

“I hope the addition of a three borough ban for Keegan through the successful application of the CBO will deter future offending by him and serve as a warning to other who might target our towns.”
